The City and the Park District explained that the planning for this project has taken place <br /> over the last 10 years. A handout showing the short term and long term access points to <br /> the future business park, highlighted in blue was discussed. Mr. Marcinkowski pointed <br /> out Alignments A &B as shown on the drawing used by HLC at the interview were not <br /> viable options as they encroached into runway protected zones. It was agreed, the short <br /> term needs for access to the Decatur Airport was for the improvement of Twin Bridge <br /> Road from Ocean Trail Road to Route 36. <br /> 2. The purpose of this study will be to perform a full Phase 1 Study to determine the <br /> roadway horizontal and vertical geometry for connecting Route 36 and Twin Bridge <br /> Road. The study will need to include a full IDS for this intersection. The new roadway <br /> shall be designed to accommodate 80,000 pound vehicles and turning radii shall permit <br /> WB-65 vehicle usage. <br /> 3. The study will also need to include a Project Development Report (BLR 5750) to account <br /> for federal funds being used for future construction. A public hearing/meeting may be a <br /> part of the project. HLC shall conduct a property record search for owners along the <br /> alignment to determine any potential environmental concerns associated with past use. <br /> 4. Coordination with the CSX Railroad will be a part of the project. The crossing of the RR <br /> at Ocean Trail Road was discussed. The possibility of closing this access to Route 36 <br /> will be studied as a part of this project with a cul-de-sac placed on the north side of the <br /> railroad. <br /> 5. The Route 361ane tapers begin immediately west of this project. These tapers may need <br /> to be moved to the east side of the Route 36 and Twin Bridge Road intersection.
