Newell,P.E., City Engineer.,,�,U1/� <br /> v� <br /> SUBJECT: Mound Road/Route 51 Intersection Improvements, City Project 2002-35 <br /> SUMMARY RECOMMENDATION: <br /> An item on the agenda for the May 5, 2003, City Council Meeting is the authorization of an <br /> agreement with Blank, Wesselink, Cook & Associates, Inc., (BWC), for a fee not to exceed <br /> $12,700 for right of way plat preparation services for Mound Road / Route 51 Intersection <br /> Improvements, City Project 2002-35. <br /> Staff recommends that the City Council approve the attached agreement. <br /> BACKGROUND: <br /> The proposed commercial development on the southwest corner of the Mound Road / Route 51 <br /> intersection requires that improvement be made to the adjacent highway infrastructure. BWC <br /> was retained by the City in December, 2002, to complete an Intersection Design Study (IDS) in <br /> order to identify the highway improvements necessary to accommodate the traffic generated by <br /> the proposed development. At this time, it appears likely that additional right of way will be <br /> needed to accommodate the proposed intersection improvements. The preliminary drawings <br /> indicate the need to acquire a narrow strip of property on the north side of Mound Road, west of <br /> the intersection, to accommodate the widening of Mound to a five lane cross section adjacent to <br /> the proposed development and provide for a dual left turn lane. A narrow strip of right of way <br /> will be needed on the north and south sides of Mound Road, east of the intersection, to <br /> accommodate widening of the pavement to allow a dual left turn lane. <br /> The proposed agreement with BWC authorizes them to complete the surveying, legal description, <br /> plat preparation and owner identification work necessary to allow the City to begin right of way <br /> negotiations with property owners. <br />
