PROPOSAL <br /> FOR <br /> Urban Design Services <br /> FOR THE <br /> CITY OF DECATUR- URBAN CORRIDORS PLAN PHASE 2 <br /> May 5, 2003 <br /> The HOK Planning Group (HOK) is pleased to submit this Letter of Agreement to the City of <br /> Decatur(Client) for Urban Design/Consulting Services for an Urban Corridors Plan Phase 2 in the <br /> City of Decatur. <br /> Under a separate agreement, HOK will use Development Strategies, Inc. (DSI) for Market Analysis, <br /> Real Estate Evaluation & Development/Redevelopment Services as a Team Member to assist in the <br /> completion of the Scope of Work(Basic Services) outlined within this contract. <br /> A. SCOPE OF WORK (BASIC SERVICES) <br /> For Urt�an Corridors Plan Phase 2 <br /> Task 1.0- Inventory,Analysis <br /> HOK will review, compile and assess the available planning information, visit the corridor areas <br /> of: <br /> 1. IL 48 from the IL 48/US 51 Bypass interchange in the southwest to the IL 48/I-72 <br /> interchange in the northeast; IL 121 from the IL 121/I-72 interchange in the <br /> northwest to the City limits in the southeast, approximately %2 mile south of the US <br /> 36/IL 121 intersection; and <br /> 2. IL 105 from the City limits on the east edge of the City to its westem terminus at IL <br /> 48. <br /> (The study oreas include small sections that are in unincorporated Macon County. <br /> Portions o f these highways overlap each other as well as with portions o f US 36 and <br /> Business US 51.Business US 51 (from I-72 to Grove Road) & US 36 (from I-72 to the City <br /> Limits near IL 121). ) <br /> Prepare preliminary analyses, identify issues associated with The Corridors and review this <br /> information with City Staff and the Steering Committee. <br /> In addition HOK& DSI will provide a market analysis three targeted redevelopment locations <br /> for the following areas: <br /> 1. IL 48 and Grand/Oakland Avenues; <br /> 2. US 36/IL 121/IL 105 intersection (a.k.a. "Five Points"); <br /> 3. The Water StreetlMain Street commercial district between Grand Avenue and <br /> Eldorado Street (this area is along the corridor studied in Phase 1). <br /> Conduct a kick-off meeting to review inventory& analysis and conduct a goal-setting <br /> workshop. Clearly establish a basis for determining the conceptual approaches for the <br /> Altemative Corridor Plan Development. <br /> page 1 of 10 <br />
