COUNCIL COMMUNICATION FORM
Engineering & Infrastructure Memorandum ',
NO. 2003-16 I
April 11, 2003
TO: Honorable Mayor Howley and City Council
FROM: Steve Garman, City Manager
Stephen Swanson,P.E.,Director of Engineering & Infrastructure
Matthew C. Newell, P.E., City EngineerLG`Z.
SUBJECT: Annual Sewer Televising Program, City Project 2003-19
SUMMARY RECOMMENDATION:
It is recommended by staff that the City Council approve the attached resolution approving an
agreement with Tele Scan, Inc., for pipeline inspection services to be used in the Annual Sewer
Televising Program, City Project 2003-19. The resolution authorizes the Mayor to execute an
agreement with Tele Scan, Inc., and for the expenditure of up to $200,000.00 under this
agreement for televising and other inspection work necessary in the maintenance of the City's
sanitary sewer system.
BACKGROUND:
In March, 2003 the City's Engineering Division prepared a Request for Proposal (RFP) to obtain
proposals from interested firms to provide pipeline inspection services for Fiscal Year
2003-2004.
Three firms replied to the City's RFP:
• National Power Rodding Corporation- Chicago, Illinois
• Walden Associated Technologies,Inc. - Glen Carbon, Illinois
• Tele Scan, Inc. -Mt. Zion, Illinois
The submitted proposals were reviewed on the range of services provided, the quality of
inspections, the firm's ability to respond to emergency inspection requests, proximity of the firm
to Decatur and the general cost for services. All of the firms that responded to the City's RFP are
excellent service providers. Tele Scan, Inc., was selected as the firm that can best fill the City's
requirement for sewer inspection services. Tele Scan is a local firm that has demonstrated its
ability to provide high quality sewer inspection services at a very reasonable cost.
