r . <br /> COUNCIL MEMORANDUM <br /> NO. 2003-03 <br /> March 31, 2003 <br /> TO: T'he Honorable Mayor and City Council Members <br /> FROM: Steve Gann , i Manager <br /> John Couter, o ration Counse��//�i <br /> �,,,, <br /> RE: Sale of Property <br /> At its meeting of August 5, 2002, the Council directed staff to advertise for sale those <br /> City-owned parcels that individuals have expressed an interest in purchasing. Accordingly, staff <br /> has prepared notices for publication seeking bids or proposals for the two (2) properties listed <br /> therein, since individuals have expressed an interest in purchasing them from the City. Staff will <br /> receive bids or proposals pursuant to the notices,then prepare a recominendation for the Council. <br /> Previous policy (which did not require competitive bidding) had required purchasers to <br /> furnish the City an appraisal, which protected the City from selling for an unfairly low price. A <br /> competitive bidding procedure should accomplish that same goal; nevertheless, the notices do <br /> provide that the City reserves the right to require a successful bidder to furnish an appraisal, at the <br /> discretion of the City, if such is deemed necessary. <br /> Attachments <br />
