A more active approach to the
permit requirements will require a greater financial commitment on the part of the City.
Estimated costs would range on the order of$20,000 to $50,000 per year for additional mapping
of the storm sewer system and storm sewer out falls, investigation of illicit discharges,
educational material for the public, public announcements, ordinance preparation and
engineering training. Not included in these costs are the work programs City staff currently
conducts which include site plan review, site inspection, public education, maintenance training,
storm sewer cleaning, catch basin cleaning and street sweeping.
The permit allows for a five year period to get the required control measures in place and
functioning. The Notice of Intent, prepared by staff, lays out a basic time frame for
implementation of the program.
cc: John Smith, Assistant City Manager of Public Services
Phil Wilhelm, Municipal Services Center Manager
Paul Ruff, Village of Mt.
