This control <br /> measure requires the City to develop and implement programs that will eliminate or <br /> reduce storm water pollution in municipal operations. <br /> A USEPA fact sheet is attached that addresses the storm water program with some added detail. <br /> The program proposed by staff to address the NPDES requirements are outlined on the attached <br /> NOI. The state wide permit requires the City to put a storm water management program in place ' <br /> that addresses the six minimum control measures over a five year period beginning on March 10, I, <br /> 2003. The NOI must be submitted to the IEPA by this date. The program proposed and outlined � <br /> by City staff should require no additional personnel, however, the IEPA has not reviewed or <br /> approved the submittal and may require a more involved program as the state wide permit takes <br /> effect. <br /> The major program elements that need to be pointed out are the requirements for stricter City <br /> ordinances and enforcement of erosion and sediment control, illicit discharges and storm water <br /> runoff control. These items will require future City Council support and action and will impact <br /> development within the City to some degree. In the NOI, staff proposes to bring these items <br /> before the Council during the second year of the program. <br /> The purpose of this memorandum is to acquaint the Council with the regulations that are taking <br /> effect with respect to storm water management and the NOI proposed by City staff. The City's <br /> proposed NOI submittal is in a near final draft form and may be altered slightly prior to it being <br /> forwarded to the IEPA. Authorization is requested herein for the Director of Engineering and <br /> Infrastructure to finalize the draft NOI; submit the completed document to the IEPA; and oversee <br /> the City's execution of the program proposed in the NOI. All major initiatives and control <br /> measures requiring regulations must be approved by the City Council in ardinance form or by a <br /> change of the City Code before they are implemented. City staff is prepared to provide the <br /> Council with as much information on the National Pollutant Discharge Elimination System as <br /> desired by each member. Additional information can also be found on the USEPA's web site. <br /> POTENTIAL OBJECTION: <br /> There are no known objections to filing this Notice of Intent with the Illinois Environmental <br /> Protection Agency. <br /> INPUT FROM OTHER SOURCES: <br /> The Engineering and Infrastructure Department staff has prepared this document in consultation <br /> with the Illinois Environmental Protection Agency, the Village of Forsyth, the Village of Mt. <br /> Zion, the Village of Harristown and Macon County. <br />
