Mass Transit Memorandum ' No. 011303-1 ' January 13,2003 TO: Honorable Mayor Howley and City Council FROM: Steve Ga i y Manager Paul McCh n , ass Transit Administrato�.i�c SUBJECT: Purchase Ord for Fueling Station Canopy SUMMARY Staff recommends that Council adopt a Resolution awarding a RECOMMENDATION: purchase order for construction of a fueling station canopy to the only bidder, 4MC Corporation of Argenta, IL. BACKGROUND: Staff advertised for proposals and bids for the construction of a fueling station canopy. An advertisement was placed in the Herald & Review newspaper, posted on the City of Decatur web site, and directly mailed to ten local and area firms that advertise for this type of work. Four firms requested the full "request for proposals" (RFP) package. A formal bid opening was held on November l, 2002. Only the 4MC Corporation of Argenta, IL, submitted a t proposal and bid,with a bid of $19,973. In reviewing the bidding for IDOT, memos were sent to three of the firms which requested the full RFP for this project, asking why they did not submit a bid. Responses were received from Otto Baum Co. and Christy-Foltz, Inc.; PES, Inc., did not respond. Otto Baum Co. responded that the firm ``was too busy to bid" on this project. Christy--Foltz replied that"fueling systems and service station equipment is not some- thing we normally bid. There are companies that specialize in that type of equipment."
