Mass Transit Memorandum ' <br /> No. 011303-1 ' <br /> January 13,2003 <br /> TO: Honorable Mayor Howley and City Council <br /> FROM: Steve Ga i y Manager <br /> Paul McCh n , ass Transit Administrato�.i�c <br /> SUBJECT: Purchase Ord for Fueling Station Canopy <br /> SUMMARY Staff recommends that Council adopt a Resolution awarding a <br /> RECOMMENDATION: purchase order for construction of a fueling station canopy to the <br /> only bidder, 4MC Corporation of Argenta, IL. <br /> BACKGROUND: Staff advertised for proposals and bids for the construction of a <br /> fueling station canopy. An advertisement was placed in the Herald <br /> & Review newspaper, posted on the City of Decatur web site, and <br /> directly mailed to ten local and area firms that advertise for this <br /> type of work. Four firms requested the full "request for proposals" <br /> (RFP) package. A formal bid opening was held on November l, <br /> 2002. Only the 4MC Corporation of Argenta, IL, submitted a t <br /> proposal and bid,with a bid of $19,973. In reviewing the bidding <br /> for IDOT, memos were sent to three of the firms which requested <br /> the full RFP for this project, asking why they did not submit a bid. <br /> Responses were received from Otto Baum Co. and Christy-Foltz, <br /> Inc.; PES, Inc., did not respond. Otto Baum Co. responded that the <br /> firm ``was too busy to bid" on this project. Christy--Foltz replied <br /> that"fueling systems and service station equipment is not some- <br /> thing we normally bid. There are companies that specialize in that <br /> type of equipment." Note that 4MC Corporation specializes in <br /> (continued on page ?) <br /> POTENTIAL No known objection to awarding the purchase order to 4MC <br /> OBJECTION: Corporation. <br /> INPUT FROM Richard Foiles, General Manager <br /> OTHER SOURCES: Decatur Public Transit System <br /> STAFF REFERENCE: Paul McChancy, Mass Transit Administrator <br /> BUDGET/TIME Staff has already obtained state and federal grants for the full <br /> IMPLICATIONS: amount of the project, totaling $19,973. No City funds or labor <br /> will be required to complete the project. <br />
