Love Neighborhood Servi ' ector ��� <br /> SUBJECT: Conflict of Interest Policy <br /> RE MME DATI <br /> CO N ON: <br /> Staff recommends the adoption of the attached resolution regarding a Conflict of Interest policy <br /> for the City of Decatur. <br /> BACKGROUND: <br /> During the review process for Community Development Block Grant (CDBG) sub recipients for <br /> FY02-03, a number of Conflict of Interest issues came to light which required a review by staff <br /> from the U.S. Department of Housing and Urban Development (HUD). The City is required to <br /> comply with CDBG Conflict of Interest provisions in 24 CFR Part 570.611. <br /> The City must also comply with 24 CFR Part 85.36 (a) which states that grantees are to have <br /> written policies on how conflicts of interest would be handled, and what is defined as a conflict <br /> both concerning City staff and elected officials. Per a letter from HUD, those having even a non- <br /> financial interest must recuse themselves from reviewing, scoring and approving all applications <br /> in the group competing for the same pot of money. <br /> POTENTIAL OBJECTIONS: <br /> City staff knows of no objections to this recommendation. <br /> INPUT FROM OTHER SOURCES: <br /> Code of Federal Regulations (CFR), Community Planning and Development staff from HUD, <br /> Office of General Counsel from HUD. <br /> STAFF REFERENCE: <br /> If Council members have any questions, please contact Linda Love, Neighborhood Services <br /> Director at 424-2777 or e-mail ljlove@decaturnet.org. <br /> BUDGET/TIME IMPLICATIONS: <br /> None. <br />
