determination) shall be reviewed. It shall also include collecting the following information about
eligibility and eligible riders:
♦ The total number of eligible riders on file;
♦ The number of(or an estimate o fl active riders—those who have used the system in the
past year;
♦ The number of applications typically received each week or month;
♦ Determination outcomes, including: number and percentage of applicants found eligible
for all trips (unconditionally eligible), for some trips (conditionally eligible),temporarily
eligible, and not eligible;
♦ The number of appeals of eligibility determinations and the outcomes of these appeals.
The Contractor shall also examine how information about eligible riders is transmitted to each
part of the operation(the van staff and the two taxi subcontractors). Given that eligible riders
can call all three to make trip requests, maintaining an accurate and up-to-date record of all riders
would seem to pose a particular challenge. For example, if a rider who regularly use one of the
taxi companies changes his or her home address or has a change in the type of mobility aid used,
how is this information reported to DPTS so that the"master"rider file is updated? Also, if the
period of eligibility of a rider expires(or a rider is temporarily suspended for excessive no-
shows), how is this information transmitted to all operators in a timely manner. These and other
issues related to maintaining accurate rider records shall be examined.
The review of the eligibility determination process shall consider, in particular, the accuracy and
thoroughness of determinations. This shall be done by selecting a random sample of about 30
recent determinations, reviewing the application materials, and then discussing the decisions that
were made with the staff. From this review,the Contractor shall be able to determine if the
application form provides the information needed to make accurate determinations and if current
riders appear to meet the regulatory requirements for eligibility.
If the results of the review indicate that a more thorough process might be helpful, and if the
DPTS is interested in a more detailed process,the Contractor shall develop alternatives for
improving the eligibility determination process. Given the size of the service, an elaborate
eligibility process involving in-person assessments might not be appropriate. It might be
beneficial,though,to consider having applicants complete the application form and then bring
the form with them to the DPTS office for an in-person interview. Given that a11 approved
applicants must have a photo ID card made, asking applicants to come in for an interview(and
having a photo for the ID taken at the same time) would not add any additional burden for
applicants and might help staff better understand applicant needs.
Pass Sales
On the first day of the site visit, the Contractor shall also collect information about pass sales.
This shall include how riders get passes as well as the number of each type of pass (punch pass,
monthly pass) sold each month.
Decatur Public Transit System i l Paratransit Planning Study Agreement
