This information shall be thoroughly reviewed so that the Contractor has a good working
knowledge of the design, organization, goals, policies, procedures, and reported outcomes of the
paratransit operation before coming on-site.
Task 2. Kick-Off Meeting(s)
Once the Contractor has developed a good understanding of the service, Russell Thatcher and
Patricia Monahan shall spend a week on-site. On the first day of their visit, the Contractor shall
meet with the DPTS staff to thoroughly discuss all aspects of the proposed work plan and to get
additional direction on key issues. Revisions shall be made to this work plan as needed, and a
revised plan shall be forwazded.
It was noted that, in response to questions about the RFP, DPTS indicated that it is interested in
reconvening a Transit Advisory Committee. The Contractor's experience from several similar
studies of this type is that it is very helpful to establish a Project Advisory Committee made up of
transit agency representatives, key operations staff, and key local consumers and consumer
agencies. Such an Advisory Committee is helpful in identifying important issues and in
providing feedback on potential service design changes. If DPTS is agreeable to establishing a
Project Advisory Committee, the Contractor shall work with DPTS staff to identify potential
members of the committee and to set-up an initial meeting on the first day of the site visit. At
this meeting, the Contractor shall present the objectives of the study and the study approach. The
Contractor shall also invite feedback on key issues such as:
♦ Current policies and operating procedures;
♦ Service quality; and
♦ Unmet needs.
Multisystems staff shall facilitate the meeting and shall prepare handouts and presentation
materials.
Task 3. Review of ADA Paratransit Eligibility Determinations and Monthly
Pass/Punch Pass Sales
Around the kick-off and Steering Committee meetings, the Contractor shall spend the rest of the
first day on-site gathering information about the process used to determine who is eligible for the
service and for selling monthly passes and punch passes.
Eligibility Determination
This shall include interviewing the staff responsible for making eligibility determinations.
Application materials (already received as part of the RFP) shall be reviewed. Eligibility
determination policies such as the period of eligibility granted and recertification requirements,
the use of conditional eligibility, the appeals process, and typical documentation(letters of
Decatur Public Transit System 1 Q Paratransit Planning Study Agreement
