service performance (servicing times,hold times, etc.) shall be developed if these reports can be
generated.
Service cost and funding information shall also be reviewed. This shall include in-house
management costs and contractor costs. It shall also include sources and amounts of funding.
Again, trend data shall be developed for the past three years.
Peer Comparison Key Performance Measures
Next,the Contractor shall identify systems which have key characteristics that are similar to
Decatur. In identifying peer systems,the Contractor shall consider:
♦ Population of the area served;
♦ Total paratransit trips provided;
♦ Size of the service area; and
♦ The type of operation.
The Contractor shall look specifically for systems that also utilize local taxi companies to
provide a significant part of their paratransit service. Systems that the Contractor are familiar
with and which shall be considered include Santa Fe,New Mexico (which has a structure almost
exactly like Decatur); Medford, Oregon; Pinellas County, FL; and Santa.Cruz, CA(which all
provide most service through local taxi providers).
Service and performance data for these peer systems shall be collected, including:
♦ Registered riders;
♦ Trips provided;
♦ Vehicle-miles operated;
♦ Vehicle-hours of service;
♦ Total cost of service;
♦ Cost per trip/mile/hour; and
♦ On-time performance.
On-time performance shall be considered a key measure of service quality. Cost per trip, cost
per hour,trips per hour, and trips per mile shall be considered as measures of efficiency. A
calculation of miles per trip shall also be used to show comparability between the operations.
Current and Unmet Demand for Service
An estimate of paratransit demand for the next five years shall be developed. The methodology
used to estimate the demand for service shall involve:
1. Examining past and recent trends in ridership;
2. Considering current trip denials;
Decatur Public Transit System 1 Paratransit Planning Study Agreement
