r , + ,
Evaluate the Number and Types of Vehicles in Service
Using the information collected on-site, an analysis of the Operation Uplift Program's capacity
shall be prepared. This shall involve charting the availability of vehicles by day and time of day
and comparing this service capacity to the expressed demand. Information about the driver shifts
and vehicle runs that have been created by each contractor shall be collected. This information
shall be charted to determine the number and types of vehicles available by day and by hour of
the day. Information about the number of trip requests by day and time of day shall then be
charted. This expressed demand shall then be compared to existing service capacity.
Particular attention shall be given to whether enough accessible vehicles are in operation to
ensure that equivalent service is provided to persons who use wheelchairs. The level and quality
of service for riders who need to use the vans shall be compared to the level and quality of
service provided by the taxi companies.
Task 8. Prepare Draft Findings and Recommendations
A Draft Report shall then be prepared. The Draft Report shall be organized in three general
sections that shall include:
♦ Background information and a description of the current setting, service design,policies,
and organization;
♦ Recommendations for improvements given the current service design: and
♦ Recommendations for possible alternative service designs.
The likely contents of each of these sections is described below.
Current Service Information
This first part of the report shall include:
♦ A description of the service area,population,population characteristics, and unique
features;
♦ A brief history of the development of paratransit services in the area;
♦ A description of the current paratransit service design and policies;
♦ A description of the current eligibility determination process and outcomes;
♦ A description of reservations, scheduling, dispatching, and operations practices and
observations of each function;
♦ A description of service management,data collection and verification, billing,reporting,
and monitoring functions and observations of each;
♦ Service and cost information for the past three years with particular attention to trends
and projections in registered riders,trip volumes; miles and hours of service, costs, and
funding.
♦ Impacts of the recent fare increase on ridership;
Decatur Public Transit System 19 Paratransit Planning Study Agreement
