issues associated with building accessible vehicle capacity within the local taxi industry. For
example, this option might include DPTS purchasing and leasing accessible minivans to local
taci companies for use in the Operation Uplift Program. Alternately, DPTS might simply require
that participating ti companies obtain some accessible minivans and the additional cost
associated with the operation of these vehicles might be factored into the rate of reimbursement '
for the service. ',
In-house reservations and scheduling with vehicle operation by a contracted vendor. This
option would involve having riders call a central reservations office run by the Transit System.
Trip requests would be taken and scheduled. Trip lists and/or scheduled runs would then be
given to a contracted provider to perform. For example, DPTS might continue to work with
local tati companies but would gain some control of the service by taking trip requests directly.
If local ti companies continued to be used,DPTS would simply need to record the trip requests
and provide the ti companies with trip lists the evening before each day of service. It would
not be necessary to schedule trips since the taci companies would be same-day dispatching the
trips as part of their overall operation.
Or, DPTS might take trip requests and schedule trips to vehicle runs. DPTS might then hire a
new company to dispatch the scheduled runs. A variation of this option would be to have DPTS
staff take and schedule trips and also dispatch vehicles. The contracted provider would only be
responsible for vehicle operation.
Staffing and costs associated with each of these options shall be developed. Potential impacts on
customer service and communications with riders shall also be considered.
In-house operation of the entire service by the Transit System. This option shall consider
DPTS obtaining a fleet of vehicles and operating the service in-house. In presenting this option,
the Contractor shall estimate the number of vehicles required, driver and office staffing
requirements, office space requirements, equipment requirements (including scheduling software
and hardware, radio system requirements, phone system requirements, etc.).
A budget for this option shall be developed based on data available from the current van
operation. Current driver and office staff wages and benefits, insurance costs and vehicle
operations costs shall be used to develop the full budget for in-house operation. Issues
associated with the transition from the current service to full in-house operation shall also be
discussed.
Centralized operation by a contract vendor. This option shall consider a single, centralized
operation with all functions performed by a contracted operator. Based on ridership projections,
the number of vehicles and vehicle-hours shall be estimated. Estimated total costs shall then be
developed by considering per hour costs of similar operations. The additional costs for DPTS to
administer and monitor a contracted operation shall also be considered.
The costs and implementation issues associated with each alternative shall be detailed. The
capacity of existing facilities to handle centralized reservations and scheduling shall be
considered. The cost of in-house versus contracted operation shall be considered in particular.
Decatur Public Transit System 22 Paratransit Planning Study Agreement
