Potential union issues associated with in-house operation of paratransit service (application of
work rules and current salaries) shall also be considered.
Benefits and limitations of each alternative shall also be summarized. For example,the benefits
of taking trip requests in-house might be greater control of service and easier verification of
service provision. Limitations might be additional trip allocation complexities and coordination
of service between providers. Benefits of in-house operation might include an ability to increase
capacity to meet demand, and greater control of operational performance. Limitations might be
much higher costs and personnel issues(getting positions approved and filled).
Alternative approaches to defining and determining eligibility for the ADA paratransit program
also shall be developed. Key to these recommendations shall be the current and future demand
for the service and DPTS's obligation to provide service to ADA paratransit eligible persons
without constraint. As part of this task,the Contractor shall use information collected to estimate
demand for service for the next five years based on the current eligibility criteria and
determination process. This section shall consider several alternative approaches to eligibility
determinations, including:
♦ Continued use of an improved paper application form with additional follow-up with
applicants and professionals as needed;
♦ An in-person interview process;
♦ An in-person interview process with functional assessments as needed.
The likely impacts of each type of process on the number of eligible riders and the demand for
service shall be developed. For example, in more thorough in-person processes, about 30%of
applicants are determined"conditionally eligible"and about 10-15%of applicants are
determined able to use fixed route service. The impacts of each type of process on future
demand and service costs shall be developed and compared to projections based on the current
process.
The likely costs for implementing each alternative approach shall also be developed. These costs
shall then be factored into the overall service demand and cost for each alternative.
Five (5) copies of the Draft Report shall be provided.
Task 9. Meet to Discuss Draft Findings and Recommendatios
The Contractor shall then meet in-person with DPTS staff and the Project Advisory Committee
(if applicable)to discuss the draft findings and recommendations. The Contractor shall also be
available to meet with City officials or other local groups or to participate in any public meetings
that might be appropriate to present the draft report. Presentation materials shall be developed
for these meetings.
Decatur Public Transit System 23 Paratransit Planning Study Agreement
