• t <br /> . � <br /> Page 2 <br /> In addition to main line televising, City staff has requested that Tele Scan inspect 500 sanitary <br /> sewer manholes, which service is provided for under this contract. Manholes are often the weak <br /> link in a sewer system in that they are direct access points making them subject to traffic impacts <br /> and heavy storm water inflow. These forces often have a significant effect on the structural <br /> inte 't of a manhole. A si ifi in im ro in the v rall reliabilit of the it 's sewer <br /> gn y gn cant step p v g o e y C y <br /> system and decrease storm water inflow is to gain information on the condition of the City's <br /> manholes and improve them. Staff is aggressively working toward this along with mainline <br /> inspection and improvement. <br /> At this time the contract funding for the inspection work conducted by Tele Scan is <br /> approximately 70% expended. It is recommended by staff that the inspection work, described <br /> above, continue and that an additional $100,000 be authorized for this work. Additional funding <br /> beyond the requested $100,000 will likely be necessary and may be requested as the inspection <br /> work progresses and the funding available from the Sewer Fund is more readily apparent. The <br /> Sewer Fund is generally used quite heavily due to the condition of the City's sewer system. <br /> The inability of the Sewer Fund to provide for ongoing inspection needs in addition to <br /> rehabilitation needs is apparent. The continuing needs of the sewer infrastructure are too great <br /> for the Sewer Fund to handle without diverting future projects to the General Fund. These <br /> diverted projects may replace other general capital projects. <br /> A. E. Staley Manufacturing Company is a significant user of the City's sewer system and is, <br /> therefore, also a major contributor ($1,086,328 in FY 2001-2002) into the Sewer Fund through <br /> the user fee charges. Staley's user fees make up over 48% of the approximately $2,250,000 <br /> received by the Sewer Fund yearly. Staff was recently informed of the intention of Staley to <br /> disconnect from the City's system and connect directly to the Sanitary District of Decatur's trunk <br /> lines. This direct connection will b ass the Cit 's sewer s stem and thereb relieve A. E. Stale <br /> Yl� Y Y Y Y <br /> of the City's sewer user fee. While it is likely that this disconnection will not occur for a year or <br /> more, it will be a significant blow to the Sewer Fund and its ability to fund sewer projects for the <br /> City. <br /> POTENTIAL OBJECTION: There are no known objections to this resolution. <br /> INPUT FROM OTHER SOURCES: Beth B.
