Page 2 <br /> Due to an engineering staff shortage, staff retained the services of a local engineer, Phillip W. <br /> Cochran, to complete a preliminary review of the drainage way and suggest a more lasting <br /> improvement for the area. This preliminary review has not been completed to date but is <br /> anticipated within the next few weeks. It is anticipated that formal design work will commence <br /> after the preliminary report has been received and reviewed. Formal design will include contact <br /> with area residents and a determination of the phasing of any proposed area drainage <br /> improvements. <br /> City Engineering will not be prepared to propose a design recommendation before late spring or <br /> early summer of 2003. Given this delay, it is necessary for the erosion problem to be corrected , <br /> and stabilized prior to winter and the spring rains that will follow. To this end, staff solicited <br /> proposals from two area contractors that have provided similar work in the past at a very high , <br /> level of quality. The following quotes were received: I <br /> Barr&Robison Sewer and Excavating, Inc. $ 9,600.00 <br /> Hutchens Bulldozing, Inc. $10,250.00 <br /> The proposed work will entail filling in the hole that has developed, place a heavier class of rip <br /> rap than that previously provided and restoration of the area. Staff recommends that Barr & <br /> Robison be authorized to complete the necessary erosion control work. <br /> POTENTIAL OBJECTION: <br /> An objection was raised by Mr. Michael Harrison who resides at 2239 Franzy Drive. Mr. <br /> Harrison has received some silting, debris and flooding behind his property over the years as a <br /> result of area storm drainage flowing through his property. Standing water is also present at <br /> times in Mr. Harrison's back yard. An 18 inch drain line extends from the west side of 2239 <br /> Franzy Drive and travels to the east down the existing drainage way. City maintenance crews <br /> have found it very difficult to keep this line and its inlets clear of sediment and debris. The <br /> primary drawback to the City's maintenance effort has been adequate access. A recent request <br /> for gaining a temporary access easement from Mr. Harrison has met with resistance largely due <br /> to his stated concern that the proposed repair is only temporary and does not address the area <br /> drainage that impacts some of the homes along Franzy Drive and Point Bluff Drive. These <br /> concerns are valid yet the need to address the existing erosion problem remains. <br /> Staff believes that temporary access may be available through 2249 rranzy Drive. A permanent <br /> access easement to the drainage area will be an issue to be addressed thrcagh the ��rmal design <br /> process. <br />
