E., Director of En ineerin & Infrastructure�X� ' <br /> p 9 9 <br /> SUBJECT: Central Park Fountain <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by City staff that the City Council approve the attached resolution <br /> authorizing a contract with From the Ground Up in the amount of$15,900 for the landscaping of <br /> the new Central Park Fountain. ' <br /> BACKGROUND: 'i <br /> The landscaping for the new Central Park fountain was not included in the City's contract with �'i <br /> Christy-Foltz and was a $14,000 deduction to the contract amount. This decision was made to ' <br /> enable City staff to decide how it wanted to arrange to have the landscaping installed. City staff <br /> was considering three basic options to the landscaping. The first was for the City to purchase <br /> the plants and have City crews do the planting. The second option was to bid the work out to <br /> private landscapers. The third option was to add the work back into the contract with <br /> Christy-Foltz. <br /> The City's Municipal Services Division was asked what it would cost and time involved for them <br /> to do the work. The preliminary cost estimate provided was that the plants, weed barrier and <br /> mulch would be about $3,500 and labor would be about $1,000. It was estimated that it would <br /> take about 2 to 3 days to do the work. The decision was made not to have City crews do this <br /> work because it would interrupt ongoing maintenance operations and there was some <br /> uncertainty as to the scheduling of the work at the time. It has since been determined that <br /> there is additional material and work that would have increased the City's cost to do the work. <br /> These items included providing a topsoil mix and the weekly maintenance for the first month <br /> after the plants are installed. <br /> The decision was made to advertise the project for bids. The specifications were prepared for <br /> the project after consulting with Architectural Expressions to confirm what items and work <br /> needed to be included. The work basically involves providing a topsoil mix, installing <br /> approximately 560 plants, placing mulch and providing a 3-month maintenance period after <br /> planting has been completed. The project was advertised and local landscapers were notified <br /> of the request for bids. Two bids were received and opened on June 19, 2002. A copy of the <br /> bid tabulation is attached. From the Ground Up submitted the low bid of$15,900 for the work. <br /> Page 1 <br />
