The low bid amount is $1,900 more than that deducted from the contract with Christy-Foltz.
The reason for this difference is attributed to the specified 30-day period of establishment
during the 3-month maintenance period. The landscaper is required to water the plants at least
once a week for this initial 30 days to ensure the plants growth. This work was not included in
the contract with Christy-Foltz. The watering will have to be a manual type operation as there is
i no irrigation system for the planting areas. It was initially estimated by staff that this work would
cost $10,500. The difference from the engineer's estimate is attributed to availability of the
specified plants, the addition of the topsoil mix, the addition of the establishment period and the
difficulty of working in and around the fountain to avoid damaging the fountain and new
' sidewalks which will restrict the contractor's operations.
I
' It is recommended that the City award a contract to From the Ground Up for the landscaping
work. At this time it is expected that the landscaper will be able to begin work the week of July
' 15 contingent on Christy-Foltz completing its work. If the landscaper is able to start work on
' that date, it should be able to complete its work before the Decatur Celebration. A possible
delay may relate to the specification that the plants cannot be installed if the temperature is to
rise above 90 degrees. If the contractor's start is delayed while Christy-Foltz completes its work
or because of temperatures, the work will have to be done sometime after the Decatur
Celebration.
' A table summarizing the most recent estimated cost to complete the fountain is attached. I,
POTENTIAL OBJECTION: I
There are no known objectors to this action.
INPUT FROM OTHER SOURCES:
John Ligon of Architectural Expressions.
STAFF REFERENCE:
Steve Swanson, Director of Engineering & Infrastructure at 424-2747.
The Director of Engineering & Infrastructure, Steve Swanson, will be in attendance at the City
Council meeting to respond to questions on this matter.
BUDGET/TIME IMPLICATIONS:
The City's share for the cost of the new fountain is budgeted in Capital Fund in FY 02 - 03.
There is expected to be one additional change-order to the Christy-Foltz contract to account for
minor work relating to electrical and piping items.
attach: 3
cc: A.
