' F
It is recommended that four li hts be installed in con'unction with the new fountain. The
J J
location of the four lights are shown on the attached drawing. The original plan included 12
lights which were flush mounted with the sidewalk. City staff considers the flush mounded t e
Yp
of light to be a long term maintenance problem which provides minimal lighting for park users.
It is recommended that four light units similar to those installed at the City's new inter modal
', center be installed. In addition, it is recommended that provisions be made for two future lights
near the Transfer House if it is decided that additional lights are needed in this area. The cost
submitted by Christy-Foltz to purchase and install the lights is $14,422. It is recommended that
this work be added to Christy-Foltz's contract for a total increase of$14,422.
It is recommended that the City proceed with providing and installing 17 benches around the
fountain at this time. Christy-Foltz has proposed to purchase and place the benches for a cost ,
of $8,529. This amount is slightly less than the amount of $8,716 proposed in Christy-Foltz's
original bid. It is recommended that this work be added to the contract with Christy-Foltz.
City staff is at this time requesting bids from landscaping companies to provide and install the
plants for the new fountain. It is planned that this contract award will be presented to the City
Council for approval at its meeting of July 1. Christy-Foltz's current work schedule is such that
the landscaper should be able to start work on July 15 and be completed prior to the Decatur
Celebration weekend. If there is a delay to this schedule, the landscaper will have to wait until
after the Decatur Celebration to start work.
The approval of the additional work to Christy-Foltz is considered to be timely. If this additional
work is approved by the City Council, Christy-Foltz should be able to start and complete the
work while the concrete in the fountain is curing. The concrete is to cure 28 days prior to the
application of the final protective coatings to the concrete.
City staff did consider the possibility of City crews doing the concrete and landscaping work.
The decision was made not to use City crews for these work items considering their current
work schedules and commitments. If City crews were to do this work, it would cause delays to
other work which must be done. This relates to ongoing maintenance operations and follow-up
activities to damages and problems from the rains in May.
A table summarizing the estimated cost to complete the fountain is attached.
POTENTIAL OBJECTION:
There are no known objectors to this action.
INPUT FROM OTHER SOURCES:
Larry Livergood and John Ligon of Architectural Expressions.
STAFF REFERENCE:
Steve Swanson, Director of Engineering & Infrastructure at 424-2747.
The Director of Engineering & Infrastructure, Steve Swanson, will be in attendance at the City
Council meeting to respond to questions on this matter.
Page 2
