V CONSISTENCY WITH ANNUAL PLAN (CONSOLIDATED PLAN)
NEAR NORTH REVITALIZATION
The primary object of our community development program as stated in the Consolidated
Plan is the development of viable urban communities, including decent housing and a suitable
living environment and expanding economic opportunities, principally for persons of low and
moderate income. Consistent with the primary objective, the revitalization of the Near North
area represents a large scale, multi-faceted renewal project benefiting low and moderate income
persons within our community.
Undertaking this project creates public-private partnerships as well as strong working
relationships among local government business groups and neighborhoods. This large scale
renewal project consists of five major components: 1) Market Perception Management, 2)
Housing Opportunity, 3) Promotion of Self Efficiency and Family Development, 4)
Development of Neighborhood Services and New Commercial Development, 5) Fostering
Business Development/Job Creation.
MARKET PERCEPTION MANAGEMENT
Market perceptions of this neighborhood will be enhanced by applying Crime Prevention
Through Environmental Design (CPTED) principles. In addition a positive image will be
fostered by shaping attitudes through public education, increased police presence, neighborhood
policing and an on-going investment in public infrastructure. The streetscape project identified
in our Consolidated Plan contains the resources to achieve shaping attitudes and public
perceptions by providing lighting, sidewalks, trees and aesthetics to enhance the image and
public perception of the neighborhood.
HOUSING OPPORTUNITY
New housing opportunities will be created by constructing new affordable single family
and mutli-family homes in the neighborhood and relocation of safe, sanitary, decent units based
on a redevelopment plan. Altering attitudes through public education regarding Longview Place
and exploring the long term feasibility of Longview Place as a mixed income housing
development, will achieve another objective identified in or Consolidated Plan of reducing the
isolation of income groups within the community and promoting an increase in the diversity and
vitality of this neighborhood. The combination of Market Perception and Housing Opportunities
offered through the Near North Revitalization project eliminates slums and blight, prevents
blighting influences and the deterioration of property and attracts persons of higher income. All
of these criteria are included in our Consolidated Plan.
PROMOTION OF SELF SUFFICIENCY AND FAMILY DEVELOPMENT
Proposed Section 108 Loan Application Page 9 06/11/02
