Expansion and improvement of the quantity and quality of community services available <br /> in this neighborhood are addressed by creating a campus environment that provides opportunities <br /> to teach individuals how to attain self sufficiency and foster the success of families. i <br /> The campus environment includes child care services in close proximity to other human <br /> service providers. Future development of a new primary school facility will provide emphasis to <br /> educating the youth in this neighborhood. This combination of child care, youth and adult <br /> education in a single campus location provides quality educational facilities to low and moderate <br /> income persons of all ages. <br /> The co-location of social service agencies in close proximity to one another is also an <br /> important part of the campus environment which provides a "one-stop" social service center. <br /> The ability to provide and coordinate counseling, health, education and training and human <br /> enrichment opportunities in a Family Investment Center that is convenient to individuals and <br /> families is a key to self sufficiency and fostering the success of familles. <br /> DEVELOPMENT OF NEIGHBORHOOD SERVICES AND <br /> NEW COMMERCIAL DEVELOPMENT <br /> Consistent with our Consolidated Plan objectives of expanding economic opportunities <br /> and providing a suitable living environment in the development of viable urban communities, <br /> this project creates new neighborhood commercial activities to serve this area. <br /> FOSTERING BUSINESS DEVELOPMENT/JOB CREATION <br /> Creating jobs and fostering business development will be accomplished by offering and <br /> re-directing business incentives to retain the existing job opporiunities in this neighborhood as <br /> well as attracting new job opportunities. <br /> Proposed Section 108 Loan Application Page 10 06/11/02 <br />
