. � <br /> Mass Transit Memorandum <br /> No. 052802-1 page 2 <br /> BACKGROUND : <br /> The proposed study would be done by a private consulting firm,hired through an open bidding <br /> process. The overall goal of the study would be: <br /> To recommend the optimum system of complementary service for the disabled <br /> that meets the needs of the public, while staying within the established financial <br /> and political limitations, and meeting all federal and state requirements. <br /> The study would include the following work elements: <br /> 1. To collect detailed data on all facets of the present complementary service for the <br /> disabled, including fares, cost of service, efficiency, level of service indicators, etc.; <br /> 2. To assess public opinion regarding the level of service now provided by the various <br /> providers; <br /> 3. To measure the unmet demand for service; <br /> 4. To measure the effect of fares on ridership; <br /> 5. To identify and evaluate internal operational deficiencies; <br /> 6. To evaluate the number and types of vehicles in service; <br /> 7. To evaluate the various options for service provider(s), such as: <br /> • service by the Transit System, only <br /> • service by the Transit System and local taxi companies <br /> • service by a contract vendor, only <br /> • service by the Transit System and a contract vendor <br /> 8. To determine the best method for dispatching; and <br /> 9. To recommend the optimum system of service for Decatur. <br /> FUNDING: TOTAL COST: $58,584 <br /> IDOT SHARE (80%): $46,867 <br /> CITY SHARE (20%): $11,717 <br /> If approved the attached resolution would authorize the City Manager and City Clerk to execute <br /> a grant agreement with IDOT.
