I. PROJECT OUTLINE <br /> We propose the following outline of the process for inquiry and facilitation regarding roles, <br /> relationships and policies: <br /> I. Compilation of Comments from Participants <br /> Prior to the June 8 date for the meeting of participants on these subjects, we will forward a <br /> questionnaire about current working relationships, the aids and obstacles to successful <br /> relationships and any written policies. We will compile the comments from all participants <br /> in a neutral report that will serve as the starting point for a facilitated discussion. We will <br /> return the compiled report of responses to the City prior to the meeting date. We may also <br /> forward additional readings that would be appropriate to the subjects at hand. <br /> I Facilitation of Discussion and Policy Drafting <br /> I will facilitate a discussion of issues, aids and obstacles to working relationships, using a <br /> small-group discussion model to encourage all participants to contribute and to learn from <br /> each other. If there are 15 to 20 participants, for example, I would arrange mixed groups af <br /> about 5 people. The small groups then report to each other about their own discussions. <br /> My role will be to moderate and advance the discussion, and to make visible notes of <br /> contributions and conclusions. As an outside facilitator, I often have the privilege af <br /> provoking discussion of difficult issues or to question current practice. <br /> Using the small group discussions, reports to the whole group and any consensus that is <br /> reached, I will assemble visible notes about roles, relationships and policies. These <br /> will reflect what the group believes will be constructive and responsive to the current <br /> circumstances. At the close of the meeting, I will assist in reaching conclusions about <br /> what next steps will be most helpful. <br /> I believe that we could conclude an effective discussion and meeting in about 6 hours, <br /> beginning Saturday morning, breaking for a lunch together, and concluding by <br /> mid-afternoon. I recommend reserving a comfortable room that is away from City <br /> Hall and provides uninterrupted time together. <br /> I. Follow-up and Completion of Policv Drafts <br /> Following the meeting of June 8, I will transcribe the notes from the meeting on all issuEs <br /> and draft policies that reflect the conclusions reached. I will return a draft report to <br /> the participants within about 10 days of the meeting for your review and comments. I <br /> will either take comments from a11 individuals or discuss changes with a delegation <br /> from the group. In any case, I will forward a Final Report promptly to the City. It is <br /> that report that may be considered for ratification by the City Council and City I <br /> Administration. I <br />
