• What financial interests does the staff member have in the agency? None
• Has DCP received any funding in the past? DCP did not receive funding in Fiscal
Year 2001/2002, Fiscal Year 2000/2001, Fiscal Year 1999/2000, nor Fiscal Year
1998/1999. How much? The Decatur Community Partnership received zero dollars
for this period.
• Outline the role this agency has played in the past. The organization identifies
and addresses gaps in consumer service through an integrated service system that
includes research of best practices and management team leadership working toward
needed policy changes, bringing more persons to self sufficiency and/or independence.
This organization uses collaborative funding through grants, partner contributions, and
in kind services to sustain Decatur Community Partnership.
How does funding this project contribute to meeting the priority goals as set forth
in the Consolidated Plan? The Annual Action Plan, Priority 4A, is public service
programs to carry out general public service needs including health care, education,
referral services, etc. The project in the first phase targets twelve inner city
neighborhoods. The agency will travel to the neighborhoods and provide educational
information, i.e. Safe cooking practices. They will provide health assistance such as
blood pressure screenings. The Visiting Nurses Association is assisting in this
program. Also, the health portion of the project will have special attention from
Dr.Stephen Goetter (cardiovascular) and Dr. Howard Beede (pediatric asthma). The
collaboration does not end. The organization is working with the Macon County Health
Department and Soyland Access to Independent Living (S.A.I.L.-ADA accessibility)
• What is the City's legal opinion in regard to a "violation of State or
local law"? The Corporation Counsel, John Couter, does not see the membership as
a conflict of interest. (See memo Department of Neighborhood Services, Neighborhood
Renewal Division)
i
HUD needs to see evidence that the nature of the conflict was disclosed. I,
Written assurances there has been public disclosure of the conflict ,,
and a description of how the public disclosure was made.
HUD may view this situation as a Conflict of Interest under HUD regulations, but
they may consider granting an exception to the rules if they determine that: no
favoritism was shown; this applicant competed fairly in the process; and,
that this situation is not a violation of other applicable laws.
Conflict of Interest-Decatur Community Partnership (DCP)
