Mass Transit Memorandum <br /> No. 042902-2 <br /> Apri129, 2002 <br /> TO: Honorable Mayor Howley and City Council <br /> FROM: Steve Garman, City Manager ��� <br /> Paul McChancy, Mass Transit Administrato�,w= <br /> SUBJECT: Purchase Order for Transit 800 MHz Trunked Radio System <br /> SUMMARY Staff recommends that Council adopt a Resolution awarding a <br /> RECOMMENDATION: purchase order for 800 MHz Trunked Radio system components <br /> to the low bidder, Barbeck Communications. <br /> BACKGROUND: Staff advertised for bids for the purchase of 21 mobile radios with <br /> handsets, 2 base stations, and 8 handheld radios, including <br /> installation and removal and programming, plus optional additional <br /> radios. A formal bid opening was held on Apri122, 2002. As <br /> shown on the attached Tabulation of Bids, two firms submitted <br /> bids. The lowest bidder was Barbeck Communications (Decatur) <br /> with a bid of $34,816.00. The next lowest bidder was Buchanan <br /> Communications (Mt. Zion) with a bid of$37,940.00. <br /> Staff has examined the bids and determined that all bids meet the <br /> minimum specifications for the radio components, and that the bids <br /> meet all of the other requirements of the bidding process. Transit <br /> has previously purchased radios and support services from Barbeck <br /> Communications, and recommends them as a qualified and <br /> responsible firm. Staff finds that the lowest bidder is capable of, <br /> and competent to perform the work required. <br /> POTENTIAL No known objection to awarding the purchase order to Barbeck. <br /> OBJECTION: Communications. <br /> INPUT FROM Richard Foiles, General Manager <br /> OTHER SOURCES: Decatur Public Transit System <br /> STAFF REFERENCE: Paul McChancy, Mass Transit Administrator <br /> BUDGET/TIME Staff has already obtained state and federal grants for the purchase <br /> IMPLICATIONS: of the radio components, totaling $38,000. No local funds or labor <br /> will be required. The bid specified that the bidder shall perform all <br /> of the work required: remove the old radios, provide and install <br /> the new radios, and program the radios. <br />
