The results of the letting
are as follows (bid tabulation attached):
Compared to
Engineer's Est.
Bidder Bid Price Over ;Under
Engineer's Estimate $ 999,540.00 -----
Kinney Contractors, Inc. $ 673,510.00 (-32.62%)
Bodine Services, Inc. $ 911,086.00 (_ g.g5%)
GM Sipes Construction, Inc. $ 939,180.00 (- 6.04%) '
Entler Excavating Co., Inc. $ 947,590.00 (- 5.20%)
A.E.H. Kinney Contractors, the apparent low bidder, was
contacted by the City Engineer and they are certain of their bid and of their ability to perform the
requested work. The Illinois Department of Transportation (IDOT), which oversees the
expenditure of Motor Fuel Tax (MFT) funds and the execution of MFT projects, has determined
that Kinney Contractors is qualified to do the work. Kinney Contractors has performed concrete
pavement joint work throughout the State of Illinois for various cities and IDOT.
City staff originally proposed that repair work be completed on 27th Street between William
Street and U.S. Route 36 as part of this project. In preparation of the Engineer's Estimate, it was
determined that it was likely that this street could not be included due to budget constraints.
With the favorable bids received, staff requests authorization to increase the contract by up to
$67,000 to allow 27th Street between William and Rt. 36 to be completed as part of this project.
Following the approval of the Mayor and City Council, the bid tabulation will be forwarded for
the final approval of IDOT in accordance with the rules governing the disbursement of MFT
funds.
POTENTIAL OBJECTION:
While no firm objections have been received, some concerns have been raised that Kinney
Contractors is not affiliated with the AFL-CIO. As with all City projects and MFT projects,
prevailing wages are required of the contractor. IDOT procedures will require a rejection of all
bids if the lowest qualified bidder is not accepted by local authorities. IDOT has confirmed
Kinney Contractors as qualified to perform the required work.
