Alexander, Director of Water Management ��A I �( ' SUBJECT: South Water Treatment Plant Emergency Electrical Repairs SUMMARY RECOMMENDATION: During the week of April 14, an emergency generator and transformer will be rented and connected to the South Water Treatment Plant (SWTP) pump station. Cost estimates to replace failing pump station electric cables and electric service alternatives are also being prepared. BACKGROUND: Water industry standards recommend periodic testing of high voltage electrical cables and switchgears in water treatment facilities. During recent testing a failure occurred that requires immediate action. Lake Decatur water is pumped to the South Water Treatment Plant from a pump station located near the dam. There are two sets of electrical cables that supply power to the pump station. One of the two sets of cables failed during the test. The second set of cables are the same age, meaning they could fail at anytime. The SWTP does have a standby generator, but the power flows from the SWTP through these cables to the pump station. Therefore, the existing standby generator does not help this situation. To ensure the reliability of the water supply, an emergency generator must be rented to supply the pump station with electricity until repairs are made to the two sets of cables. It is anticipated that this generator will have to be used at some point during the repairs, even if the one set of cables continues to carry voltage successfully. POTENTIAL OBJECTION: None foreseen.
