Lo , Neighborhood Services Director `-� f ��._ SUBJECT: IDPH"Get the Lead Out" Program SUMMARY RECOMMENDATION: The City of Decatur has been invited to participate in a grant with the Illinois Department of Public Health (IDPH) and the Macon County Health Department (MC�ID) to reduce lead-based paint hazazds in housing units located in the city of Decatur. IDPH needs a commitment from the City of Decatur to be a participant in this grant as a part of their grant application to the U. S. Department of Housing and Urban Development (HUD). Staff recommends approval of the attached resolution. BACKGROUND: This will be the second year for the "Get the Lead Out" Progra.m gant. Last year, the City Council approved the application and that grant is currently underway providing funding for a total of seven projects. To date, three houses have received lead-based paint hazard reduction under the grant, with a fourth project underway. The City has been invited to participate in another grant with IDPH and MCHD. The funding would be�in on or about March 2003 for a 24 - 36 month program. Staff expects the City of Decatur's funding level to be an amount not-to-exceed $170,000, with a 10% match required , from the City. That match would be paid for from the City of Decatur's annual HUD entitlement, a portion of which is set aside for residential rehab. Under the "Get the Lead Out" Program, MCHD staff makes refenals to the City's Neighborhood Services Department sta.ff, with the focus on housing units occupied by a child under the age of six which has an elevated blood lead level, with lead-based paint hazards identified in the housing unit. City staff reviews the applicant's information to deternune income eligibility. Together MCHD staff and City staff determine and implement a course of action to complete the lead-based paint hazard reduction project in a timely and cost effective manner in accordance with all federal and state guidelines. All housing rehabilitation work is completed by lead contractors licensed by IDPH. Additionally, City staff, licensed by IDPH as lead supervisors, oversee the project completion. POTENTIAL OBJECTIONS: None anticipated.
