(CF) for the
construction of a new fountain in Central Park designed by Architectural Expressions, LLP (AE).
The fountain construction represents a unique and special project that City staff does not possess
the experience and expertise to fully oversee. Elements of the project that represent special
concern are the fountain electrical, pumping and hydraulic systems. City staff decided that AE
should be retained to provide the needed construction related services to insure the project is
built to AE's standards and specifications.
City staff has negotiated an agreement with AE to provide the needed construction services. A
copy of the agreement is attached. The cost of providing the services is for an amount not to
exceed $15,000. This amount is consistent with that previously presented to the City Council in
a memorandum discussing the estimated project costs in November of last year.
It is appropriate at this time to update the City Council on the estimated cost to complete the new
Central Park Fountain. In the November memorandum to the City Council, A. J. Krieger,
Assistant City Manager for Economic & Urban Development, discussed several work elements
of the new fountain that were not included in the revised contract negotiated by AE with CF for
the fountain's construction. In Mr. Krieger's memorandum he noted that several of the elements
that were not included in the contract are considered by staff to be essential to a completed
fountain project.
