Demolition and Backfill: This work was removed from the contract on the basis that City work I
crews could perform the work and save on the total project cost. The contract reduction for this
was $21,500. City Engineering & Infrastructure crews have completed the demolition and
earthwork that was removed from the contract at a cost of$6,844.69.
Sewer Replacement: This work was removed from the contract at a contract reduction of
$25,100. The plan was that it could be added back into the contract if it was found that the sewer
needed to be replaced because of its condition or if it was not deep enough to serve the new
fountain improvements. The Engineering Division had the sewer inspected using a video camera
' at a cost of$2,000 by TeleScan Inc. (this work will be donated by TeleScan to the project at no ,
cost to the City). The inspection found the sewer to be in good shape with noted exceptions and '
can provide adequate service given the limited needs of the fountain. The exceptions are two i
locations in the line that need to be repaired to fix cracking and joint problems and a portion of '
the sewer near Franklin Street which must be replaced. The two smaller repairs can be made 'i
without having to dig the old sewer up, but will have to be done by a private contractor. The
sewer near Franklin Street will have to be excavated to make the necessary repairs and correct '
other noted problems relating to a catch basin and a sewer service from the Transfer House. City
crews will be doing this work. A decision was made to relocate the existing manhole in the park
so it would not be in the new sidewalk around the fountain. City crews did this work at a cost of
$1,599.26.
The existing sewer was found to be deep enough to serve the new fountain, but not deep enough
for the utility vault foundation drain to flow by gravity. It was recommended to AE that a sump
pump be used as opposed to relaying the entire length of sewer for what is expected to be limited
flows from the foundation drain. AE is currently in the process of working this matter out, but it
will be an add-on to the contract.
Landscapin This work was removed at a contract reduction of$14,000 subject to the City
deciding how it wants to proceed on the landscaping. It is work that staff considers essential to
the project and should be done. The City Forester made infortnal inquiries to obtain quotes on
the plant material as proposed by AE. He only received one quote which was about $2,200 for
the plant material. We estimate that the plants, plus weed-block material and mulch, will be
$3,000 to $3,500. If a City work crew with 1 full-time employee and 2 or 3 temporary
employees does the work, it is estimated that the City's labor cost will be an additional $1,000.
This work cannot be done until the fountain is completed. CF expects to be done around July 1.
This work may be delayed until later in the summer after the Decatur Celebration to avoid
planting during the heat of sununer. The landscaping can be done by City crews or quotes from
private landscape contractors can be obtained. In either case, it should be less than if the work is
added back into CF's contract.
Sidewalk Replacement: This work was removed at a contract reduction of $53,544. The
sidewalk was removed to give the City an opportunity to decide if it wants the work done and if
it does, how it should be done. The new sidewalk is important to the total fountain project and
should be done. The total square footage of sidewalk is 4,920. It consists of two circular rings
