around the new fountain. The outer ring (2,155 s.f.) is designed by AE to be concrete. The inner I,
, ring (2,765 s.f.) is designed to be decorative and left to the City's decision. The options for the
inner ring include a paving stone or brick, a stamped, patterned concrete that is dyed, etc.. It is
suggested that it be a stamped, patterned dyed concrete and the City not use paving stones or
bricks given our past experience with the durability of brick and stone sidewalks. The details on
the final layout and surface of the new sidewalk will be coordinated with the Department of
Economic & Urban Development and AE. There will have to be other sections of sidewalk
replaced in the park that are in poor condition or have been damaged during construction through
no fault of CF.
City crews can do this work, but given the expected reduction in staffing it is recommended that
this work be advertised for bids and be done by a private contractor. The work could not start
until CF is substantially done with the fountain. This leaves about a 4-week "window" in which
the work will have to be started and completed before the Decatur Celebration. If this is the
course of action taken, the project will have to be advertised in June to ensure the work being
done prior to the Decatur Celebration.
Sidewalk Lighting_ Sidewalk lighting was removed at a contract reduction of $7,500. The
proposed lighting is an installation flush with the sidewalk and would provide minimal lighting
to the sidewalk surface. It is proposed that the lighting units be similar to, if not the same, as
those at the new Inter-modal Center or of the Oakwood style. These will provide better lighting
to the sidewalk and park at night. The lighting cost is expected to be higher than the amount
removed from CF's contract. The design, which can be done by City staff, must be completed
before deciding whether City crews can do the work or if it will require a private contractor. The
lighting must be coordinated with the new sidewalk to insure conduit and pole foundations are
installed before the new sidewalk.
Park Seatin: The park seating (17 benches)was removed at a contract reduction of$8,716 and
is subject to the City making its decision on whether to install the benches. City staff is
recommending that the benches be installed. The benches proposed by AE are a basic concrete
"wide-U" shaped bench (6 foot long x 24 inches wide x 17 inches high, no backrest) which sits
directly on a surface with no anchoring required. They should be relatively durable, but may be
prone to skateboarder use. Based on the contract reduction, it works out to be $512 per bench.
The City may consider ordering the benches itself and having the installation done by City crews.
The expected savings for the City buying and installing the benches is marginal.
The current estimated cost for the complete fountain project is summarized in the following
table.
