Newell, P.E., City Engineer�,vUl SUBJECT: Annual Sewer Television Inspection Program, City Project 2002-19 SUMMARY RECOMMENDATION: It is recommended by staff that the City Council approve the attached resolution approving the award of the Annual Sewer Television Inspection Contract to Tele Scan, Inc. in an amount of $200,000 for Fiscal Year 2002-2003 and authorizing the Mayor to execute the contract, and the City Clerk to attest. BACKGROUND: The City Sanitary Sewer Collection System consists of an estimated 362 miles of pipe ranging in diameter from 8 inches to 84 inches. The condition of much of the City's sanitary sewer system is unknown as only an estimated 130 miles of sewer has been inspected in recent years. This limited amount of inspection has been done by the use of video equipment and/or by inspectors entering the sewers to view and record the condition of the sewers. Information obtained from these inspections is used to develop sewer repair and rehabilitation programs to be implemented by the City. Problems typically found include: sewers that need to be cleaned or derooted; collapsed sections of pipe; separated pipe joints; cracked pipe; settled or heaved sections of pipe; deteriorated sections of pipe; etc. Problems can result from age, design, poor construction, lack of maintenance, disturbance by nearby work, roots from trees planted over or near sewers, other utilities that have bored through the City's sewers, and/or chemical reaction to flows and gases in the pipe.
