• �. � Page 2 The need for accurate and timely information about the condition of the City's sanitary sewer system is extremely important in performing proper and timely maintenance. Information is needed to determine the extent of the system's repair and rehabilitation needs and to assure that funding is in place to fulfill those needs. The standard method of obtaining this information is through the use of a video camera and videotaping equipment. A color video image enables a considerable amount of information to be recorded about the interior conditions of a sewer that cannot be safely traversed by an inspector. The information obtained through the video work is used by staff to develop sewer maintenance, repair and rehabilitation programs. The City established an annual sewer inspection program to inspect sewers each year beginning in 1996. In the first five years of this program approximately 75 miles of sewer has been inspected. The City recently completed the second year of a two year contract with Tele Scan, Inc. that began in Fiscal Year 2000-2001. The City's Engineering Division prepared a Request for Proposal to obtain proposals from firms to provide the sewer inspection for two years beginning in July 2000. The proposal was mailed to three firms that had expressed interest in providing this type of professional service to the City. At that time, Tele Scan, Inc. was the only firm to respond to the City's request for proposals. To date, Tele Scan is the only firm in the area that is able to provide the needed services in a timely and "on-call" manner. City staff's experience with Tele Scan has found them to be extremely responsive to the City's needs. Their input has been very beneficial, given the knowledge they have developed of the City's sewer system in having performed sewer inspection services for approximately 10 years in Decatur. City staff proposes that the two year contract negotiated with Tele Scan in July, 2000, be authorized for a third year at the same prices negotiated two years ago. The basic scope of work in the proposed contract for Fiscal Year 2002-2003 is the inspection of approximately 150,000 feet of sewer. Sanitary sewer collapses that continue to occur, have pointed out the need for an aggressive inspection of the City's sewers. Regular and timely inspection will enable repairs to be made in a more ordered approach as opposed to responding to an emergency situation. Additional work items in the contract include emergency inspections that occur as the result of , sewer backups, a sewer collapse or other maintenance problems, special investigations, trenchless sewer rehabilitation of isolated sections of sewer typically less than 20 feet in length; manhole investigations, condition reports, and smoke testing to locate points of infiltration and illegal connections.
