If some other agency <br /> handles the process, is the City still accountable, regardless of who makes the allocations? <br /> Staff continues to evaluate and refine this process to make it more equitable. We welcome <br /> guidance from City ;Council. Staff contacted Peoria, Champaign, Bloomington, <br /> Springfield, _ Rockford, Rock Island, Moline, Joliet and Dekalb. None of these <br /> communities use another agency to administer their public service grants. In order to <br /> contract with an outside agency to administer these grants, we would create one sub <br /> recipient agreement. The City of Decatur would continue to be accountable for the funds <br /> and how they are used by the agencies,just as we are now. <br /> 7. The recommendations total almost $159,000. What happens if the three pending <br /> projects are approved as 6eing eligible for funding? How will the funds be allocated or <br /> reallocated? <br /> There are actually two different funding categories in the applications: public service and <br /> public facility. Generally, about $150,000 is set aside for public service grants with <br /> another $20,000 added for CPTED resulting in a total for the public service category of <br /> about $170,000. Staff rated the two pending grant applications, Decatur Community <br /> Partnership, and Partners in Education, in the same manner the others were rated and <br /> deternuned that the total of $170,000 was adequate to fund the recommendations. <br /> Generally about $25,000 is set aside for public facility grants. That amount is adequate to <br /> fund the Catholic Charities grant should it be approved. <br /> 8. Since we are funding agencies with religious a�iliations, how do we handle issues of <br /> separation of church and state? <br /> HtJD allows the City to subsidize a religious organization's secular program providing that <br /> program can be meaningfully and reasonably sepaxated from the organization's sectarian <br /> activities. Staff examines the program submissions and monitors the program to assure <br /> that no religious instruction is a part of the program and that the program is open to all, , <br /> regardless of religious a.�filiation.
