SUMMARY OF
PUBLIC INVOLVEMENT ACTIVITIES
Throughout the planning process leading up to this request, the City has made every
effort to keep the public informed regarding the status of the project and to solicit public
input. On December 12, 2000, a project kick-off ineeting was held between the City's
consultant and local officials. In the months following the kick-off ineeting, the City
sponsored three additional public meetings and the Village of Oreana and Whitmore
Township jointly presented a meeting. Comment fortns were provided to all public
meeting attendees and for each written comment submitted, the City's consultant mailed
a personal response.
In addition to the formal public meetings held throughout the planning process, the City's '
consultant made itself available to meet with any and all interested parties. Individual
meetings were held with local residents, Oakley Township, Whitmore Township, the
Village of Oreana, Macon County Soil and Water Conservations District,Natural
Resources Conservation Service, Macon County Conservation District, Macon County
Farm Bureau, Illinois State Water Survey, and the Economic Development Corporation
of Decatur/Macon County.
During the planning process, Macon County and Oakley Township residents expressed a
number of concerns regarding the construction and maintenance of the existing sediment
storage facility used for the Basin 5 dredging project and potential problems that might
occur as a result of reuse of the site. In response to these concerns, the Decatur City
Council approved the "Oakley Sediment Storage Site Corrective Action Plan,"which
outlines the concerns of the citizens and the corrective actions the City agrees to take. A
copy of the resolution is included as Attachment F of this application.
One of the concerns voiced by local residents and officials is that they had no effective
means for requiring the City to maintain the storage site in accordance with conditions
outlined in the previous Special Use Permit and that prior to Macon County issuing a
permit for the reuse of the site, the City would have to provide assurances that they would
honor the conditions of the permit. The City proposes the following in response to this
concern: 1) the creation of a dedicated funds account and 2) the establishment of a Site
Maintenance Advisory Committee.
The dedicated funds account will provide the Committee with the financial resources
needed in the event that they have to hire a contractor to complete an aspect of site
maintenance. The City will maintain a minimum balance of$60,000 for the account.
The function of the Site Maintenance Advisory Committee (Committee) will be to assist
the City of Decatur in fulfilling the conditions of the Special Use Permit, including site
maintenance. The Committee will also advise the City on the implementation of the
Reclamation Plan.
i2i2i2ooi ATTACHMENT E
