Part C—Purpose of the Special Use Permit <br /> What is the specific purpose of the proposed Special Use on the property in question? <br /> The property is to be used as the site for the sediment storage facility for the proposed <br /> Lake Decatur Basin 6 dredging project. This property was used as the site for the <br /> sediment storage faciliry for the previous Basin S dredging project. The current proposal <br /> calls for the existing Basin S sediment storage facility to be modified as needed to store <br /> the sediment to be dredged from Basin 6. <br /> The City of Decatur has determined that sedimentation of Lake Decatur has significantly <br /> decreased its water storage capacity and severely restricted recreational opportunities in <br /> portions of the lake. The City has determined that it is in the public interest to recover <br /> water storage capacity and restore recreational access by conducting dredging <br /> operations. These dredging operations will result in the removal of substantial quantities <br /> of silt from the lake and will necessitate the development of a storage site into which the <br /> silt can be deposited. <br /> The proposed layout for the sediment storage facility for the Basin 6 project is <br /> substantially the same as the layout used for the Basin S project. The to{al area of the <br /> facility is approximately 529 acres and the area within the perimeter earthen dikes that <br /> retain the stored sediment is approximately 414 acres. The City of Decatur is the owner <br /> of the entire S29-acre site. Approximately 2.1 million cubic yards of sediment was <br /> removed from Basin S and it is estimated that approximately 2.6 million cubic yards of <br /> sediment will be removed from Basin 6. The additional storage volume required will be <br /> obtained by constructing new perimeter earthen dikes immediately adjacent to the <br /> existing perimeter dikes. The existing perimeter dikes average approximately 8 feet in <br /> height and the new dikes will be approximately S feet higher than the existing dikes. <br /> In addition to the 529-acre site, a corridor of land approximately 3700 feet long will be <br /> used for the route of the supply and return water systems that connect the lake and the <br /> sediment storage facility. Temporary easements totaling approximately 7.S acres will be <br /> obtained for the use of land along this corridor for the duration of the Basin 6 dredging <br /> project. These supply and return water systems will be substantially the same as the <br /> systems used for the Basin S project. <br /> An aerial photograph showing the key components of the Basin 6 dredging project and a <br /> sketch of the proposed Sediment Storage Facility perimeter dike typical cross section are <br /> enclosed as Attachments B and D respectively. <br /> A public benefit is inherent in the Basin 6 dredging project, and the proposed sediment <br /> storage faciliry is an essential component of the project.
