Part D—Standards for Special Use <br /> 1. What would be the impact of the proposed Special Use on the public health, safety, <br /> welfare, or morals within the surrounding area? <br /> The proposed sediment storage facility will not have any significant negative impacts on <br /> the public health, safety, welfare, or morals within the surrounding area. The sediment <br /> material to be removed from Basin 6 has been tested and no significant amounts of <br /> contaminants were found. The proposed operations for the Basin 6 dredging project are <br /> substantially the same as were conducted for the previous Basin S dredging project and <br /> no significant negative impacts on the public health, safety, welfare, or morals within the <br /> surrounding area were experienced during the course of the Basin S dredging project. <br /> 2. How would the proposed Special Use impact the use, enjoyment, or value of property in <br /> the surrounding area? <br /> The proposed sediment storage facility will have no permanent significant negative <br /> impact on the use, enjoyment, or value ofproperty in the surrounding area. Although <br /> there could be relatively minor increases in noise and odor levels during the course of <br /> the construction of the proposed sediment storage facility and during the course of the <br /> Basin 6 dredging operations, these increases will be minimized by employing abatement <br /> procedures in the construction and dredging operations. The height of the perimeter <br /> earthen embankments, which entirely enclose the proposed sediment storage facility, will <br /> also help in screening the construction and dredging operations from the surrounding <br /> area. Upon completion of the Basin 6 dredging project, it is proposed that the sediment <br /> storage facility will be reclaimed for agricultural and recreational use. Past experience <br /> with the Basin S project indicates that a positive impact of the proposed site will be the <br /> creation of an excellent habitat for wildlife. <br /> Should the City decide to sell the property, rights of first refusal to purchase the property <br /> at fair market value will be offered to the individuals from whom the City purchased the <br /> property. If, after reasonable attempts, the City is unable to notify the original owners, <br /> the sale of the property may be advertised to the general public. <br /> 3. How will the proposed Special Use impact the normal and orderly development and <br /> improvement of property in the surrounding area? <br /> The proposed sediment storage facility will not have any long-term negative impact on <br /> the normal and orderly development and improvement ofproperty in the surrounding <br /> area. Upon completion of the Basin 6 dredging project, the proposed sediment storage <br /> facility site will be reclaimed for agricultural and recreational use. Provisions have been <br /> established in other portions of this Petition for Special Use Permit which will assure <br /> that local citizens, through the Macon County Board, Oakley Township, and the Macon <br /> County Soil and Water Conservation District, will have an opportunity to work with the <br /> ATTACHMENT C <br /> Page 2 of 3 <br />
