,

COUNCIL MEMORANDUM
#2001-23
November 26, 2001
TO: Honorable Mayor Howley
City Council Members
FROM: Steve G ity Manager
RE: Fount Project
The attached is provided in the same spirit of giving City Council as full and complete
picture of potential fountain costs as Larry Livergood did in his excellent research and resulting
matrix of costs one week ago. However, allow us to hedge our analysis with uncertainties.
In the spring of this yeaz, staffrecommended, and City Council concurred, that the costs
associated with a new fountain ar new fountain) can onlv be estimated ione considers total
park restoration costs. Since it was voted that Central Pazk was to be restored, including a new
fountain, this was the course on which we were proceeding until recently.
Council then decided to examine only the costs necessary for the Architectural Expression
fountain. Mr. Livergood did excellent research and provided these costs at the City Council
meeting last Monday evening.
City Council asked staffto review these costs and comment by this evening (as we had a
three day week, even working Friday could not produce a report earlier than this evening).
Working off Mr. Livergood's numbers,we have estimated a notential shortfall of$99,000, as
these are costs associated with the new fountain not included in Mr. Livergood's analysis, due to
the reasons noted(through no fault of Mr. Livergood).
To accuratelv compare " ountain costs", using alternate fountain desi,rt, one would
have to have a complete park desi ng concept. built around each competing fountain.
If it is Council's desire to approve the Architectural Expression fountain only, as we were
instructed to do, the attached includes the total likely cost to the City, and potential short fall from
last weeks estimate of almost $100,000.00. Therefor, the resolution the City Council asked staff
to prepaze does not include a"no greater sum" figure, as that number may result from this
evenings meeting.
