Economic & Urban Development Department Memorandum
# 01-121
November 23, 2001
TO: Honorable Mayor Terry M. Howley and City Council Members ,
FROM: Steve Garnu, City Manager
A.J. Krieger, Assistant City Manage 1
.
SUBJECT: Central Park Fountain Proect
RECOMMENDATION:
This memorandum is being sent for informational purposes only at this time.
BACKGROUND:
The purpose of this memorandum is to provide City Council with additional information as it
considers a course of action with respect to a Central Park fountain project. It is City stafs
position that irrespective of design, the cost of the entire fountain project must be considered
prior to the execution of any contract. Consideration of the cost for simply constructing the
fountain itself does not provide a complete description of the total fountain project expense.
Attached to this memorandum is a report prepared by City staff which includes a more likely
fountain project cost, as well as identifies a potential funding shortfall.
The City staff prepared fountain project cost summary is based on the following
assumptions/figures:
• There is a fundamental difference between what may be defined narrowly as fountain
construction costs, and the actual total fountain rp oiect costs. When closely examined, the
fountain rp oiect costs reveal a potential funding shortfall that must be considered/addressed.
• Costs listed for items 1-6 were taken directly from the 11/19/Ol report prepared by
Architectural Expressions.
• The Fountain Subtotal reflects the Architectural Expressions Revised Bid cost for fountain
construction.
The Additional Necessary Project Costs, items 7-10, are elements which City staff believes
must aLso be included when calculating the actual total fountain project costs. These items
were considered critical enough to be included in the original bid specifications and therefore
need to viewed as necessary for a complete fountain project. Note: These are not items
which would necessarily pertain to other Cental Park elements. Rather, they are necessary
components of an overall, completed fountain project. For example, City Council might
consider the following:
• Item#7 - Sidewalk Replacement. It is likely, if not certain, that the existing sidewalk
would be damaged during the demolition and new construction stages. Further, it is
reasonable to assume that the construction of a new walkway (decorative or not)
around the perimeter of the fountain would be central to the overall project. The
figure used in establishing this cost was taken from the original bid sheet and was the
lowest cost alternate provided.
