Memorandum#01-121 � 11/23/O1 Page-2- • Item #8 - Sewer Replacement. It is reasonable to assume that the existing sewer ' would need to be replaced. Sewers, like any other capital improvement, require maintenance andJor replacement. The wisdom of constructing a $500,000+ fountain to be serviced by an aging sewer would be questionable at best. This cost was also taken from the original bid sheet. • Items 9 & 10 - Park Seating and Sidewalk Lighting. Again, given what has been presented relative to the appeal and attraction of the new fountain, it would seem reasonable that the City would want to provide adequate seating and lighting to accommodate Central Park/fountain visitors. The seating cost was taken from the original bid sheet and the lighting cost is City staff estimate for 10 Oakwood style vintage lights. • Tota1 Fountain Project Costs. This reflects City sta�s estimate of potential total project costs. Note: While this number is truly an estimate it is likely a conservative one. Some of the figures used were e�racted from the original bid sheet and are approaching two years old. City staff estimates this total project cost to be $599,763. • Total Raised by Osborne Fountain Committee. T'his reflects the total amount of private contributions/pledges as per Paul Osborne. • City of Decatur Contribution. While historically the funding for this project was contemplated to be a 50/50 match, City Council recently indicated it may be willing to provide up to $350,000. • Total Fountain Project Unfunded Balance. This figure represents City sta�s best estimate of the potential funding shortfall that currently exists; $99,763. While some of the figures may be subject to change, it is City staff s position that what they point out is the need to consider the total project cost prior to the execution of any fountain rela.ted agreements. The report prepared by Architectural Expressions underestima.ted the cost of the fountain project by not including items required for the successful construction and operation of a Central Park fountain.
