The newly installed <br /> equipment related to the nitrate facility will be reviewed for inclusion with the SCADA <br /> development project. New equipment options will be provided for equipment that is <br /> determined to need replacement. Time has been included for meeting with the Illinois <br /> Environmental Protection Agency (IEPA) to review any planned changes in treatment. <br /> Electrical equipment associated with the process equipment will also be examined for the <br /> extent of remaining useful life, O&M costs, energy efficiency, and the ability to interface with <br /> this equipment to provide the desired monitoring and control functions from the proposed <br /> SCADA System. In applicable cases, the electrical equipment will also be assigned a priority <br /> for replacement. Equipment manufacturers will be contacted regarding the application and <br /> budgetary cost for new equipment. Existing control panels will also be evaluated as part of the <br /> equipment review. Control panel functions will be reviewed with the staff to determine if <br /> modifications or enhancements to the current control modes are desired/required. <br /> c. Process Control Optimization Review—ENGINEER will conduct interviews with the staff to <br /> get a good understanding of their operating procedures and provide recommendations and <br /> options for automation to maximize operational efficiency. The priority for automating the <br /> process controls will, in all likelihood, follow the instrumentation and equipment priorities. As <br /> part of the process control evaluation, recommendations on standardizing on a single PLC <br /> manufacturer will be provided. The water plant also currently has a single computer running <br /> Intellution's Fix Dynamics SCADA Software. ENGINEER will review the version of this <br /> software and provide recommendations for upgrades. Consideration for both process controls <br /> and retrofitting/installing new equipment will be given to each unit process to allow control <br /> and consistent operation. <br /> d. Communications Review - The feasibility of replacing the telephone lines with radio <br /> communications will be assessed and recommendations provided. ENGINEER will also look <br /> at the feasibility of using a single frequency for all radios, which would minimize the cost of <br /> spare parts (radios, antennas, PLC cards, etc.) needed to be kept on hand. Suggestions for <br /> upgrading and improving in-plant communications will also be provided. <br /> e. Computers Review - Desired locations for additional SCADA computers and options for <br /> SCADA software on the new and existing computers will be evaluated. The desired <br /> functionality along with the associated cost for each option will be discussed and <br /> recommendations provided. Options for integrating the SCADA computer network with the <br /> existing office network will also be provided and will be reviewed with the City's MIS group <br /> to provide compatibility with citywide technology standards. <br /> f.
