Newell, P.E., City Engineer ,,,,� <br /> W�.-- <br /> SUBJECT: City Project 9838 Drainage Area 30 (Albany/Fulton) Storm Drainage <br /> Improvements <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council authorize the attached resolution for additional <br /> design services with Blank, Wesselink, Cook & Associates, Inc. (BWC) to design an alternate <br /> outfall for the southern portion of Drainage Area 30 which encompasses the area generally south <br /> of the intersection of Albany / Fulton. The proposal is for an additional $23,000 for the <br /> preparation of design and construction documents and$4,100 for construction services. <br /> BACKGROUND: <br /> In December 1998, the City entered into an agreement with BWC to prepare a design for a storm <br /> drainage project contained within the southern portion of Drainage Area 30. This area has an <br /> ongoing drainage problem primarily related to the flat terrain and lack of an immediately <br /> accessible outfall for area storm water. <br /> Initial designs have put forward various outfall alternatives which have been thoroughly explored <br /> to the point of easement negotiations with various area residents. In fall 1999, City staff <br /> authorized some additional work on the part of BWC to accommodate the most recent <br /> exploration of an outfall to the southwest along Orchard Street. To date, attempts to secure <br /> easements have been fairly fruitless. Many concerns are centered around the quantity of storm <br /> water that may be added to the defined drainage ways that direct water to the southwest. <br /> City staff, in consultation with BWC, has determined that the best option for a storm water <br /> outfall for this area is to incorporate the Drainage Area 30 storm sewer improvement into the <br /> design that is currently being prepared for an improvement to Fitzgerald Road from Fontaine <br /> Drive to Baltimore Avenue. The City's storm drainage master plan identifies the outfall for <br /> Drainage Area 30 to be the Fitzgerald Road/Baltimore Avenue area. <br />
