The significant change from the existing agreement is that the Illinois
Department of Transportation will share in the energy costs to operate traffic signals on state
routes.
BACKGROUND:
The Illinois Department of Transportation (IDOT) and the Illinois Municipal League (IML) have
worked to develop a standard agreement for local agency maintenance of traffic signals. The
preparation of a standard agreement has taken place over the last year or so and did involve input ,I
from local agencies through the IML's Public Works Committee. The City of Decatur is ,
represented on this committee by the Director of Engineering&Infrastructure. ',
The new agreement was prepared to also update and revise older versions of traffic signal
agreements and to provide a uniform document for use throughout the state. Items addressed
include standards for maintenance, upgrading of signals, signal coordination and assigning the
cost shares to those involved in the agreement. In additibn, the agreement now addresses the
matter of IDOT sharing in the energy costs for traffic signals.
Previous agreements excluded this as a reimbursable expense by IDOT to the local entities and
left the local entity responsible for 100 percent of the energy costs. These costs were becoming
significant to the local entities having traffic signals on State routes. The City of Decatur's
annual energy costs for traffic signals at intersections on State routes is approximately $91,300
for 82 signalized intersections where the state has a portion of the maintenance cost.
