,
. . . : .
 ,r., , _ .
,.t .
The State Legislature has approved additional funding to IDOT to start paying for its fair share of
energy costs beginning July 1 of this year (FY 2002). The first year IDOT will only reimburse
50% of its share. Beginning July 1, 2002 it will reimburse 100 percent of its share. The cost
sharing is based on the total number of legs at an intersection and the percentage of the legs that
the State and local entity have responsibility for. The typical intersection has four legs with the
State having responsibility for two legs and the local entity having responsibility for the
remaining two legs. In this case, IDOT and the local entity share on a 50/50 basis for energy
costs.
The estimated reimbursement to the City is $28,600 for the first year of this agreement (State's ''
FY 2002) and $57,200 in the second year when IDOT begins paying 100 percent of its share. ',
These estimates are based on current energy costs and are subject to rate changes. In addition,
the estimates are subject to the number of traffic signals shared by the City and the State.
The agreement has been reviewed by City staff and determined to be acceptable.
POTENTIAL OBJECTION:
There is no known controversial issues or potential objections to this action.
INPUT FROM OTHER SOURCES:
Other input was obtained from the Illinois Municipal League's Public Works Committee and
those cities represented on this committee including the City of Decatur.
STAFF REFERENCE:
Stephen Swanson, Director of Engineering &Infrastructure
Matt Newell, City Engineer
BUDGET/TIME IMPLICATIONS:
The estimated impact to the Engineering Division's budget is a savings of$28,600 for FY
2001-2002 and$57,200 in FY 2002-2003. These estimates are subject to energy rate costs and
the number of joint City and IDOT shared signals.
cc: John Smith, Asst. City Manager for Public Services
John Couter, Corporation Counsel
Beth Couter, Finance Director
