a , . <br /> PART 5 <br /> SCOPE OF SERVICE/RESPONSIBILITIES <br /> CITY OF DECATUR <br /> URBAN CORRIDOR REVITALIZATION PLAN i <br /> FY01-02 SCOPE OF SERVICES '� <br /> Program Overview ; <br /> Introduction ' <br /> With the creation and expansion of the Interstate highway system, inevitable <br /> changes occurred in the system of surface highways that connect urban areas. <br /> Nearly every city served by interstate highways or limited access freeways has at <br /> least one aging surface corridor that used to be the "road into (or out of) town." ' <br /> These corridors were once major arterials for both local and through traffic, but <br /> now most through traffic uses the freeways. Thus, the function of these corridors <br /> has changed. However, in too many cases the reduction of non-local traffic and <br /> the nature of land uses along these corridors have led to disinvestment and � <br /> deterioration. <br /> The City of Decatur has two major corridors criss-crossing the city that have <br /> faced these changes as a result of the development of Interstate 72 and the U. S. <br /> 51 Bypass. The Business 51 corridor forms the north-south axis and consists <br /> mostly of a one-way pairing that crosses through a variety of neighborhoods and <br /> land uses. The U. S. Route 36 Corridor is the east-west axis and is almost <br /> exclusively a commercial corridor. Both face issues related to changing land use <br /> patterns, demand for commercial development at major intersections, and <br /> aesthetics. <br /> Project Study Areas <br /> The corridor study is focused on the Business U. S. 51 corridor from the I-72 <br /> interchange south to Grove Road and the U. S. 36 corridor from its intersection <br /> with I-72 to the eastern city limits (just east of IL 121). The study will encompass <br /> all land uses with frontage along the corridors including lands located between <br /> the one-way streets forming Business U. S. 51 (excepting therefrom the <br /> downtown area). <br /> In addition to the U. S. 51 and 36 corridors, the City also seeks a plan for the <br /> West Main Street corridor extending west from North Main Street to Fairview <br /> Avenue. This is a historic street that connects the downtown to Millikin University <br /> and the Oakwood Plaza Business District. The City seeks a traffic and <br /> streetscape design that ties the corridor into the downtown and Millikin areas as <br /> well as the historic neighborhood through which the corridor traverses.
