Newell,P.E., City Engineer G�%.'�� <br /> SUBJECT: Country Manor/Powers Boulevard Pavement Restoration <br /> SUMMARY RECOMMENDATION: � <br /> An item on the agenda for the April 16, 2001, City Council Meeting is the authorization of an <br /> agreement for engineering services with SKS Engineers, Inc. (SKS) for a fee not to exceed <br /> $20,000 to provide preliminary design services for a proposed roadway and storm drainage <br /> improvement project for the Country Manor / Powers Boulevard area as delineated on the <br /> attached map. <br /> Staff recommends that the City Council approve the attached agreement for a preliminary design <br /> of the proposed street and storm drainage improvements. <br /> BACKGROUND: <br /> Over the past several years, City Engineering has received numerous complaints from Country <br /> Manor Drive / Powers Boulevard residents regarding the condition of the streets servicing this <br /> neighborhood. Roadway damage to the concrete pavement in this area is significant enough that <br /> traditional pavement rehabilitation techniques can no longer adequately address the repairs <br /> needed. Storm drainage needs must first be addressed in the neighborhood followed by a <br /> pavement replacement / improvement strategy that will restore long term serviceability to the <br /> area street system. <br /> Staff proposes to have SKS take and analyze soil borings as part of a pavement review of the <br /> street system along with a review of the area storm drainage. This will culminate in a pavement <br /> rehabilitation strategy recommendation. <br /> Following the acceptance of the preliminary design, City staff will approach the City Council to <br /> approve a final design agreement with SKS to complete plans and specifications for the desired <br /> improvements. <br />
