Quandt, E.I.T., Civil Engineer I
SUBJECT: Forest Avenue Between Fairveiw And Oakland Avenue, City Project 9958
SUMMARY RECOMMENDATION:
It is recommended by staff that the City Council approve the attached resolution awarding the
contract far Forest Avenue Between Fairview And Oakland Avenue, City Project 9958, to
Christy-Foltz, Inc., as the lowest, responsible bidder in the amount of $186,978, and that the
Mayor be authorized to execute the contract, and the City Clerk to attest.
BACKGROUND:
The need for this project largely resulted from the vacation of Decatur Street back in 1999. At
the time this street was vacated, area residents viewed Forest Avenue as the logical detour route.
The purpose of the project is to recondition Forest Avenue to handle the added traffic placed
upon it as a result of the Decatur Street vacation, while maintaining the character of the existing
brick street. This will be accomplished by removing paving brick from the vacated portion of
Decatur Street, north of the project, and using that brick to repair failed portions of Forest
Avenue. Portions of the concrete curb and gutter along with sidewalks and driveways will also
be replaced.
The project plans and specifications were prepared by Blank, Wesselink, Cook & Associates
along with City staff. The project was advertised February 21, 2001, and bids were opened on
March 26, 2001. The results for the letting are as follows:
Compared to
Engineer's Est.
Bidder Bid Price Over (,Under
Engineer's Estimate $240,008.00 -----
Christy-Foltz, Inc. $186,978.00 (22.10%)
Otto Baum Company Inc. $268,615.27 +11.92%
