COUNCIL COMMUNICATION FORM
Engineering & Infrastructure Memorandum
NO. 2001-08
March 13, 2001
TO: Honorable Mayor Howley and City Council
FROM: Steve Garman, City Manager
Stephen P. Swanson, P.E.,Director of Engineering & Infrastructure-,
Matthew C. Newell, P.E., City Engineer Gr
SUBJECT: East Court Sanitary Sewer Preliminary Design
SUMMARY RECOMMENDATION:
An item on the agenda for the March 19, 2001, City Council Meeting is the authorization of an
agreement for engineering services with Homer L. Chastain & Associates, LLP. (HLC) for a fee
not to exceed $14,23 to provide preliminary design services for a proposed sanitary sewer to
service the East Court area as delineated on the attached map.
Staff recommends that the City Council approve the attached agreement for a preliminary design
of the proposed sewer system.
BACKGROUND:
Over the past several years, City Engineering has received numerous inquiries from East Court
area residents requesting that the neighborhood be serviced by City sewer. A vast majority of the
area homes are currently serviced by septic systems. Some homes in the far south and far north
portions of the area currently have access to City sewer. It is anticipated that between 90 and 100
homes will have access to this proposed sanitary sewer. The entire area is currently serviced by
City water.
Staff proposes to have HLC perform a preliminary design for servicing the neighborhood with
sanitary sewer. This design work will entail surveying the area to determine controlling design
items such as the preliminary topography of the drainage area and the base elevations for the
homes that may be serviced. Following preliminary survey work, HLC will prepare a
preliminary design of the sanitary system to service the neighborhood along with estimated costs
to install the system. HLC will then prepare an estimate of the public benefit costs associated
with the sewer along with estimated costs that will be associated with each individual home that
connects to the system.
