• ' c II <br /> Mass Transit Memorandum �I <br /> No. 031301-1 <br /> March 13, 2001 <br /> TO: Honorable Mayor Howley and City Council <br /> FROM: Steve Garman, City Manager <br /> Paul McChancy, Mass Transit Administrator.-,>�Ln�._ <br /> SUBJECT: Construction Contract for Multi-Modal Transportation Facility <br /> SUMMARY Staff recommends that Council adopt a Resolution awarding a <br /> RECOMMENDATION: construction contract for the Multi-Modal Transportation Facility <br /> to the low bidder, Associated Constructors, L.G.C. As a separate <br /> agenda item, staff is recommending a firm to serve as the Owner's <br /> Representative during this construction project. Also, staff <br /> recommends that local funds (in the amount of$40,756), not state <br /> funds, be used to match the additional federal grant funds needed <br /> to complete this project. <br /> BACKGROUND: The bid opening for bids to construct this facility was held on <br /> February 7, 2001. Seven general contractors submitted bids, with <br /> base bids ranging froin $1,385,000 up to $1,712,000. The low <br /> bidder was Associated Constructors, L.G.C. The architects, Blank, <br /> Wesselink, Cook and Associates (BWC), have examined the bids <br /> and have determined that Associated Constructors' bid meets all of <br /> the published requirements for bids, and that the firm is capable of, <br /> and competent to perform the work required. Also, Associated <br /> Constructors' references spoke highly of the contractor's work <br /> quality and responsiveness. <br /> The Federal Transit Administration's regulations specify that the <br /> lowest bidder must be selected unless the City finds that the contractor <br /> does not possess the ability to perform successfully under the terms <br /> and conditions of the project. The City may consider such matters as <br /> contractor integrity, compliance with public policy (e.g., EEO record, <br /> attainment of DBE goal, not debarred or suspended, etc.), record of <br /> past performance, and financial and technical resources. If Council <br /> finds that the lowest bidder is not qualified for this project, then it must <br /> examine the next lowest bidder, and so on. <br /> Attached is an analysis of the project costs and available funding. � <br /> POTENTIAL No known objection to this project. The low bidder could file a <br /> OBJECTION: formal objection if the lowest bid is rejected without sufficient <br /> reason. <br />
